The process of determining which Rural fire service delivery model your community requires begins with a Basic Rural Fire Risk Assessment.
The assessment is a practical information gathering and analysis exercise intended to identify and create a Community Fire Risk Profile. The assessment report recommendations shall include the type of fire suppression system options, staffing requirements and training packages which are best suited to the needs of the community.
- The fire service delivery options are flexible and several strategies should be explored to determine the level of service best suited to the requirements of your community.
- Please visit other comparable sized communities in your area. Notice what works for those communities with population, home size, risks and climate like yours. Determine what type of fire suppression delivery service works and doesn't work for them.
Three examples of community fire suppression service options are described below.
Based on the Community Fire Risk Profile we will guide you in choosing from these balanced and expandable systems, thus enabling your community to effectively incorporate the most affordable, sustainable and safe fire suppression service.
The examples listed are not packaged kits, but flexible service suggestions to assist you in finding your starting point. These examples illustrate the different levels of fire service options which are based on risk management, capacity and budget. Each example shows the type of fire service option that would typically fit a community with a particular demographic profile, housing type and available first responder staffing level.
These cost projections are for budgeting considerations only and use generic pricing from local distributors. Prices may vary with the unique context of each community. For example; if the community already owns a building that could be converted for use as a fire station then you could reduce your total budget accordingly.

1. Initial Attack Vehicle Retrofit: $18,000 to $25,000
* Minimum system for a small community of 5-25 residential homes or cottages.
STAFFING REQUIREMENTS:
› This system assumes that the community has at least 4 people, but as many as 6, who are willing to be trained as a rural fire fighter and are committed to respond to a fire emergency in their community.
APPARATUS:
› Client supplies the vehicle which is delivered to Abbotsford, B.C. (usually Pick-up Truck or Flatbed)
FIRE SUPPRESSION SYSTEM INSTALLATION:
› Fire suppression system (High Energy Cold Compressed Air Foam System) is installed in Abbotsford on Day 1 of Rural Fire Fighter Training Program.
FIRE FIGHTING EQUIPMENT:
› Options for ancillary fire fighting equipment are available.
ACCOMODATIONS/MEALS:
› Accommodations and lunch for (3) days for 4-6 students are included.
TRAINING:
› 3 Day Incipient Rural Fire Fighter Training Program is delivered at Abbotsford Fire Training Center.
2. Basic Rural Fire Service: $75,000 to $130,000
* Minimum system for a small community of 25-50 residential homes or cottages.
STAFFING REQUIREMENTS:
› This system assumes that the community has at least 4 people, but as many as 10, who are willing to be trained as a rural fire fighter and are committed to respond to a fire emergency in their community.
APPARATUS:
› ATV/Utility vehicle equipped with appropriate fire suppression system.
FIRE FIGHTING EQUIPMENT:
› All fire fighting equipment is included; Ladders, hose, nozzles, extinguishers, small equipment, etc.
FIRE STATION:
› 160 - 190 sq. ft. heated insulated fire container complete (ATV/equipment) delivered to the clients location or
› An existing single vehicle heated garage.
TRAINING:
› 4 Day Incipient Rural Fire Fighter Training Program of combined classroom and hands on equipment training at your location.
3. Rural Village Fire Brigade Option: $130,000 to $150,000
* Minimum system for a small community of 25-100 residential homes or cottages.
STAFFING REQUIREMENTS:
› This system assumes that the community has at least 4 people, but as many as 12, who are willing to be trained as a rural fire fighter and are committed to respond to a fire emergency in their community. The system is designed to work with a community which has a water supply system.
APPARATUS:
› ATV/Utility vehicle equipped with appropriate fire suppression system which may also include a 250 gpm trailer mounted pump.
FIRE FIGHTING EQUIPMENT:
› All fire fighting equipment is included; Ladders, hose, nozzles, extinguishers, small equipment, generator, portable lighting, etc.
FIRE STATION:
› 190 sq. ft. heated insulated fire container complete (ATV/equipment/trailer pump) delivered to the client’s location or
› Renovation of an existing single vehicle heated garage or shop.
› Design and plans for a 300 - 800 sq. ft. satellite style fire station, construction to be arranged by client.
PERSONAL PROTECTIVE EQUIPMENT:
› NFPA 1971-2007 Edition Standard structural fire fighting "Full Turn-out clothing package".
TRAINING:
› 4 Day Incipient Rural Fire Fighter Training of combined classroom and hands on equipment training at your location.
